Online education: Which EU countries have the highest number of online learners?

In 2024, internet users in the EU took more online courses than in the previous year. Ireland had the highest share of online learners, followed by the Netherlands and Finland.

Around 33% of internet users in the EU did online courses or used online learning material in 2024.

According to the latest Eurostat figures, this marks a 3% increase from 2023.

Ireland recorded the highest share of internet users engaged in online learning at 61%, followed by the Netherlands at 59% and Finland at 53%.

By contrast, online education was significantly less common in Romania at 10%, Cyprus at 11% and Bulgaria at 17%.

When considering specific online learning methods, 18% of internet users took an online course in 2024, which refers to a planned series of learning activities on a specific topic that results in a qualification or certificate of attendance. The highest rates were in Ireland at 36%, and Finland and Spain, both at 32%.

At the same time, 29% of internet users used online learning materials, which refers to material for educational, professional or private purposes. The highest share was in the Netherlands at 53%, Ireland at 52% and Finland at 46%.

Artificial Intelligence, cybersecurity and digital marketing are among the most searched online courses in 2024. Around 40% of 2024’s top courses teach AI, cementing it as a must-have skill for all workers.

Besides AI upskilling, online courses are also used to improve soft skills, or simply to satisfy people’s curiosity. According to the online course provider Coursera, learners are increasingly opting for role-focused content to better prepare for specific jobs.

However, despite the overall increase in online learning rates in the EU, taking an online course remains the least popular activity among internet users.

Only 17% of EU citizens aged 16 to 74 have used the internet for online courses, while the other 17% took part in learning for private purposes.

Most people use the internet primarily for communication: 85% utilise it for phone calls, video calls, or messages, while 80% use it for email.
