16th Street to fully reopen after 3 years of redevelopment, with celebration planned

Downtown Denver’s iconic 16th Street mall is set to officially reopen Saturday, exactly 43 years after its original debut in 1982, marking the completion of a more than three-year, $175.4 million revitalization project.

The Downtown Denver Partnership, the city and county of Denver, the Regional Transportation District and PCL Construction will host a grand opening event at 16th Street between Market Street and Broadway from 11 a.m. to 4 p.m. to celebrate the milestone.

“16th Street, at its core, is where Denver comes to celebrate our city’s history, stories and traditions. With the expanded programmable space, we’re excited to see more activation and people returning to experience downtown in a new way,” said Kourtny Garrett, president and CEO of the Downtown Denver Partnership.

“Since the first block opened last year, we’ve seen a steady increase in foot traffic with more and more people discovering 16th Street in its newest form. This completion marks not just the end of construction, but the beginning of 16th Street’s next great chapter.”

A ribbon-cutting ceremony will begin with a parade led by Guerilla Fanfare Brass Band, followed by remarks by Denver Mayor Mike Johnston, former Mayor Michael Hancock and representatives from DDP and RTD.

Visitors can also expect a wide range of celebration activities, including an REI scavenger hunt, hourly performances and DJs along 16th Street, as well as pop-up events and $16 deals at participating businesses. Exclusive 16th Street merchandise will also be available.

A “Local Heroes” main stage music lineup will feature performances by DJ CYN, the Flobots, Los Mocochetes, DOGTAGS and Graham Good and The Painters.

The 16th Street project broke ground in April 2022 to improve safety and mobility, address deteriorating infrastructure and create more opportunities for residents, workers and visitors.

The newly finished street now has wider sidewalks, mature trees, new amenities and transit running through the center of each block. The reconstruction also included installing a granite paver system with better friction and drainage to support RTD’s 16th Street FreeRide shuttle service.

The FreeRide, formerly known as the Free MallRide, was rebranded earlier this year to reflect the corridor’s new name, and it has operated on a detour since 2022, around the same time the 16th Street mall began construction.

RTD has announced plans to return its no-cost bus shuttle service to the full length of 16th Street on Sunday.

At the start of service that day, the 16th Street FreeRide will resume normal operations between Denver Union Station and Civic Center Station.

As blocks have been completed and reopened, overall ridership on the 16th Street FreeRide has increased, according to a September news release.

Between January and July of this year, the 16th Street FreeRide had more than 1.2 million total boardings and is on track to surpass total boardings in 2024.

July saw more than 200,000 boardings alone, which was the highest number of monthly boardings since 2022.

The shuttle has averaged more than 170,000 monthly boardings in 2025, as compared to 125,000 monthly boardings in 2024.

“The 16th Street FreeRide is a prime example of how RTD is making lives better through the connections it provides,” said Debra A. Johnson, RTD’s general manager and CEO.

“The agency is proud to have partnered with the city and county of Denver on this major transit infrastructure improvement project that provides convenient connections for thousands of people each and every day.”

The FreeRide is available seven days a week and shuttles run every traffic light cycle during peak periods.
